It deeply analyzes the current status and existing problems of China's technology market development, draws on advanced experience in the transformation of scientific and technological achievements and the construction of technology markets at home and abroad, and based on economic theories such as property rights theory, transaction cost theory, incentive theory, mechanism design theory, matching theory, and incomplete contract theory, systematically expounds the theoretical basis for building a national integrated technology market, analyzes the institutional and mechanism obstacles existing in China's technology market, and proposes a series of targeted reform measures and policy suggestions to improve the national unified technology market The top-level design of the construction of an interconnected technology trading market, the cultivation of a national integrated technology market, and the acceleration of the transformation and application of scientific and technological achievements provide decision-making references, and provide action guidance for the deep integration of industrial innovation and technological innovation.

It is reported that since its establishment on September 22, 2019, the Hart Center has made positive progress in academic research, talent cultivation, and social services, and has published articles in the International Journal of Industrial Organization Applied Economics Multiple papers have been published in journals, and undergraduate, master's, and doctoral students from the Business School have been awarded the Harvard University Joint Training Doctoral Program. Professor Oliver Hart, the director of the center, gave a speech as a professor from Huali Business School at the ESG Global Leaders Forum. The center has been identified as the grassroots legislative contact point of the Shanghai Municipal People's Government and the legislative work consultation point of the Shanghai Enterprise Federation. The center has jointly researched the ECUST Wind ESG Index with Wind Company. The acquisition of this research topic is a result of the center's in-depth analysis of the current situation and problems in the construction of the national integrated technology market. Through comparative analysis of domestic and foreign technology markets, it provides theoretical support and practical guidance for promoting the efficient integration and innovative development of the national technology market, and enhances the academic influence and talent cultivation of Hart Center, Business School, and Huali. It has played a positive role in terms of social reputation and other aspects.
