On April 29, 2025, the Summary and Recognition Conference for the legislative work of the Shanghai Municipal People's Government Grassroots Legislative Outreach Hub (Shanghai Enterprise Confederation) was successfully held at the East China Financial Shared Service Center of China Communications Construction Co., Ltd. The conference was chaired by Wang Jianping, Deputy Director of the Office of Shanghai Enterprise Confederation. Attendees included Yang Xiongwei, Deputy Secretary-General of the Shanghai Enterprise Confederation/Shanghai Entrepreneurs Association; Li Yaoyao, Deputy Director of the Shanghai Municipal Justice Bureau Office; Zhang Li, Deputy Director of the Jing’an District Justice Bureau; and representatives from various organizations and individuals. Together, they reviewed past legislative achievements and looked ahead to new endeavors.

At the conference, Associate Professor Jiang Shicheng, Executive Deputy Director of the Oliver Hart Center for Contracts and Governance Research at East China University of Science and Technology (ECUST), stood out and was honored as the ​​2024 Outstanding Information Officer of the Legislative Consultation Point​​.

As a grassroots legislative consultation point designated by the Shanghai Municipal Government, the Oliver Hart Center for Contracts and Governance Research at ECUST has actively leveraged its professional expertise to engage deeply in local legislative processes. Researchers from the center, including Dr. Zhang Shipeng, Dr. Jiang Shicheng, and Dr. Wu Yuming from the Business School’s Department of Economics, have proactively undertaken social responsibilities. They conducted in-depth analyses and discussions on four legislative drafts, including the Shanghai Municipal Business Environment Regulation, and actively proposed professional and constructive recommendations. Their rigorous academic approach and targeted insights, which addressed key legislative priorities, led to the adoption of several proposals by legislative authorities. This achievement not only highlights the center’s academic excellence but also underscores the vital role of grassroots legislative consultation points in gathering public wisdom and reflecting societal needs, thereby enhancing the quality of legislation and ensuring it aligns with public sentiment.

The recognition of Associate Professor Jiang Shicheng as an Outstanding Information Officer not only acknowledges his individual contributions but also celebrates the collective efforts of the Oliver Hart Center team in advancing legislative work. This honor will inspire the center’s members to continue leveraging their expertise and contributing intellectual strength to future legislative initiatives.

The conference also outlined key tasks for the Shanghai Enterprise Confederation’s legislative consultation work in 2025, emphasizing the solicitation of feedback on four regulatory drafts, including the Shanghai Municipal Private Economy Promotion Regulation. This marks the official launch of the new annual legislative agenda. Seizing this opportunity, the Oliver Hart Center at ECUST will further mobilize its research teams to conduct thorough investigations into areas such as private economy development and business environment optimization. The center remains committed to refining Shanghai’s legal framework, fostering a robust rule-of-law environment, and driving legislative progress to new heights.
